GOM’s Performance Management System introduced

BRADES – The Government of Montserrat through its Public Service Reform Programme has introduced the Performance Management System and this week began training selected members of government departments to train and assist in the transformation of the service to a performance oriented one.

Training is being facilitated by Barrington Robinson, a Human Resource Consultant of Management Institute for National Development (MIND), and Georgia Sinclair, MIND’s Manager of Customised Programme Delivery and Administration. According to statement from the Public Service Reform Unit, training will take place in two sessions conducted January 25th – 29th and February 2nd – 5th. Individuals trained as Focal Points will be expected to:

  1. Train appraisers and appraisees across the system. This process will run from February 15th to May 31st ;
  2. Provide guidance and support to appraisers and appraisees in their Ministries / Departments;
  3. Facilitate group discussion on the system;
  4. Ensure that work plans and development reviews occur within the agreed schedules and
  5. Ensure that all documents are completed, signed off and filed correctly.

“This Performance Management System is being introduced to transform the culture of the service to one that is performance oriented.  The system is a means of managing and improving staff performance and increasing accountability in the Public Service. All Public Servants, gazetted Police Officers and equivalent Fire Officers, contract workers, non-established and temporary workers will be required to participate in the GoM Performance Management System,” says the statement.

“It is through the Performance Management mechanism that individual personal development needs are addressed, and skills developed to better provide quality service to the public in a manner that is customer-focused and delivered with professionalism and integrity to the benefit of the wider society, the release continues.”

“The government is aware that the success of achieving its development objectives for the country is dependent on having a workforce that is committed, trained and rewarded for consistent high performance.”ENDS
